Crankbait, minnow rig?

ok, I shore fish, and I am trying to find a good rig for crankbait and minnows, the problem is that it sinks to Fast and drags at the bottom. so I put a bobber on it, will the moving bobber stare the fish away? how do I rig it so it don't drag on the bottom? cant reel to fast either.
