Can a minnow live with a gold fish in a one gallon tank?

My little brother wants to put a left over minnow from a fishing trip in his one gallon tank along with his gold fish. Can this be done successfully? Does he need a bigger tank? Or should the two not live together? The minnow is only a little bit smaller than the gold fish.
