Is it finally a sensible decision by the ICC, the review of the omission of non-test nations for 2015 WC?

If ICC will not give a chance to ociate nations to play,how will they improve their performance and become test playing nations?How will cricket become more popular?Ireland beat England in 2011 wc Pakistan in 2007 wc.Kenya reached to the semi final of the wc 2003.I don't think it as a wise decision.
