How many white cloud mountain minnows could I keep in this tank?

I am getting this 5 gallon tank kit in a few days (don't tell me to get a bigger one), and it comes with everything except a heater, so I figured I could put a few white cloud mountain minnows in there since I know they can live in that size a tank. How many could I put in here?
